Main Dams allegedly opened gates Unannounced leaving City of Cagayan in Flash Flood
Typhoon Ulysses (Vamco), the Philippines' 21st tropical cyclone for 2020, began pummeling Luzon on November 11.
After the onslaught of typhoon Ulysses the problem was not over there are so many places that were still on flooded, there are so many were still on evacuee center.
Every year Cagayan and Isabela were always the centers of the eye of every typhoon.
In the late evening of November 13, many netizens from Cagayan and Isabela posting on social media asking for help because they are stuck in their house because it's flooded after the Magat dam release some water.

According to netizens, the Magat dam is not the only one that releases some water also the Kaliwa dam.
